Employer measures at high temperatures in the workplace

In recent days, employees from Slovenian municipalities have been turning to the Trade Union of Municipalities of Slovenia again, da na delovnem mestu ob tej vročini delajo v nemogočih pogojih. Vročini so najbolj izpostavljeni predvsem delavci, ki delajo na prostem, to so predvsem zaposleni v režijskih obratih, ki delo opravljajo na občinskih cestah, v parkih, na športnih objektih itd.
Rules on requirements for ensuring the safety and health of workers at the workplace, inter alia (in 25. Article) also defines air temperature, which the employer must, as a rule, provide in the workplace. The employer must thus provide such air temperature in work areas during working hours, to meet the biological needs of workers according to the nature of work and physical exertion, except in cold stores, where the criteria for working in the cold are taken into account. In meeting all these requirements, the employer must also take into account the provisions of the Slovenian standards for thermal comfort, among which we highlight the SIST EN ISO standards in particular 7730: 2006, LAST ONE 27243:2001, SIST NOT BIG 9920:2010 in SIST AND ISO 8996:2005.
The aforementioned regulation in 25. article specifies more concretely, da otherwise, the air temperature in the working rooms must not exceed 28 stopinj Celzija, except in so-called 'hot workplaces'’, kjer so temperature povečane zaradi delovne opreme (for example ovens), which is used by the employer in the implementation of the work process. When temperatures occur in working areas, higher than 28 stopinj Celzija, even if it's only occasionally, mainly as a result of increased outdoor temperatures, the employer must provide workers with adequate thermal comfort and take the necessary measures.
Employer may take provisional measures, ki veljajo le v času prekoračenih najvišjih dovoljenih temperatur, na primer prerazporeditev delovnega časa, krajši delovni čas, pogostejši in daljši odmori med delovnim časom, ponudba ustreznih osvežilnih brezalkoholnih napitkov, zmanjšanje intenzivnosti dela in podobno, skrajni ukrep je lahko tudi prekinitev delovnega procesa, of course, he can decide also for longer-term technical measures in the form of additional air conditioning and ventilation devices, if, for example, due to the nature of the work process, it cannot introduce other measures. Decide on that, what actions it will take, is the employer's, but they must be defined in the Risk Assessment Safety Statement.
At this point, we once again ask all those responsible in the municipalities, to pay all necessary attention to the organization of work to ensure adequate working conditions during these summer months and to take appropriate measures for safe work in a timely manner.
