The call for the adoption of appropriate measures at the workplace in municipalities

Also, the Labor Inspectorate in recent days received more applications, that employers in their working processes not implemented the planned measures to prevent the spread of infections koronavirusom or these measures are partial and incomplete. It is also increasing the number of applications in the field of providing legal certainty for workers.
We welcome the decision of the majority of municipalities, you're being suspended office hours for citizens and reduce the possibility of transmission of infection to employees in municipalities. That does not mean, you by your work already done!
In accordance with that we would like to draw attention to your obligation to provide a safe working environment! The employer must ensure the safety and health of workers at work. To this end, it must implement measures, necessary to ensure the safety and health of workers and other persons, which are present in the work process, including prevention, elimination and control of hazards at work, information and training of workers, with appropriate organization and the necessary material resources. The employer shall take such measures, reducing exposure to the lowest possible level of infection. In doing so, it may help to take action recommendations NIJZ and other competent institutions. In addition, the employer must take into account the respective regulations and other instructions of the Government.
As noted by both Ministry of Labor and the Labor Inspectorate, je unilaterally impose illegal utilization of annual leave, if this does not agree to a civil servant! So please, to the organization of work, first to examine the option of ordering work from home, utilization of any excess hours etc., then together with the employees arrange any use of annual leave. At this point we would like to draw attention at this, in the case of ordering part-time working hours can not be compensated for the annual leave. In accordance with the arrangements ILO Convention No.. 132 of paid annual leave and provision 160. člena ZDR-1 I know annual leave fixed and used only on working days, and not by the hour. When taking annual leave should only be considered "whole" working days, while it does not matter, how many hours is the worker's obligation to work on the day of annual leave. As a day of annual leave shall be considered every working day, is the distribution of working time with the employer for the individual worker determined as a working day.
