Insufficient appreciated "communal" civil protection during the migrant crisis

V času t.i. migrant crisis in the media daily to monitor all the activities of civil protection, but no one really asks, who's behind all this organization - a municipal expert, in charge of protection and rescue in each municipality, in addition to the master CZ organizes municipal headquarters of the CCC and consequently the work of all volunteers, involved in the protection and rescue.
